OGDEN, Utah – A Utah man is behind bars after he allegedly threatened to set off an explosive device if records staff at the Ogden City Police Department didn’t “restore his rights.”
Donald Michael Hammans, 41, was booked into jail on charges of threat of terrorism, a second-degree felony, and right of way – stop signs, an infraction, according to a probable cause statement.
Hammans reportedly went to the police department on Dec. 31, 2020, demanding that his rights be restored. He then allegedly pulled out what appeared to be a lighter and container with liquid inside.
Hammans said “we wouldn’t like it if the items combined,” police reported.
All activities in the records staff ceased until officers arrived.
When confronted, Hammans quickly returned to his vehicle and drove out of the parking lot. He reportedly failed to stop before the sidewalk and went through a stop sign without stopping.
