OGDEN, Utah – A Utah man is behind bars after he allegedly threatened to set off an explosive device if records staff at the Ogden City Police Department didn’t “restore his rights.” Donald Michael Hammans, 41, was booked into jail on charges of threat of terrorism, a second-degree felony, and right of way – stop signs, an infraction, according to a probable cause statement.
